The main objective of this analysis was to unpack the dynamics of labour migration governance in the current changing governance landscape and to inform the International Labour Organization’s DFID-funded Skills for Employment Programme (SEP). With the overall objective of supporting the Government of Nepal to adopt and effectively implement evidence-based policies that enable the creation of new domestic jobs, increase productive employment, and enable a higher development impact from migration, the ILO aimed to strengthen effective implementation of improved migration policies, programmes, and legislation resulting in more and better services to migrants and their families.
