Studies highlight the paucity of interventions and lack of insights on perpetrators of ‘modern slavery’ and human trafficking as more focus has been on the rescue and rehabilitation of victims of human trafficking in recent times. This focus as a result has sidelined perpetrators, primarily small perpetrators like recruiters and transporters especially in the case of forced labour, and little attention has been paid to the reasons and motivations of these perpetrators. This study explores the motivations of the labour intermediaries for their existing business practices.
