Individual foreign job contracts decrease

Has come down by 90.31 per cent since December 2011

The outsourcing sector has witnessed a significant fall in individual contracts — self initiated migration for foreign jobs — due to the reforms started 16 months back. Foreign employment through individual contracts has fallen by 90.31 per cent since December 2011.
 
According to the Department of Foreign Employment, individual contracts for foreign jobs were down to 13,703 in the first 10 months of the current fiscal year, while the number was 141,483 in the same period a year back. About 22,662 Nepalis had migrated for foreign jobs in Shrawan (mid-July to mid-August, 2011). However, the number dropped to 1,359 in Baisakh (mid-April to mid-May, 2013). 
 
A committee commissioned by the government and led by Dr Ganesh Gurung had suggested for a cut in individual job contracts in the outsourcing sector. “We made the suggestion to promote organised migration,” said Gurung, adding that outsourcing agencies had used that channel to escape from their responsibility towards workers. 
 
Outsourcing agencies had promoted individual migration due to the weak monitoring mechanism of the department. They had used that modus operandi, as they would not be responsible for individual workers according to the Foreign Employment Act. 
Therefore, the trend increased to its highest point — 53.28 per cent of the total migrant workers (47,167) in Kartik (mid-October to mid-November, 2011). About 25,135 Nepalis had joined foreign jobs on their own initiative in the month. 
 
Despite the fall, fraud in the outsourcing sector has not dropped to the desired level. The department reported around 1,864 fraud cases worth Rs 985.37 million in the first 10 months of the current fiscal year. Among them 832 fraud cases were committed by registered outsourcing agencies.
