Govt set to send caregivers to Israel under G2G Agreement to be signed Friday

As per its plan to end the role of recruitment agencies, the government is working to sign a government to government (G2G) agreement with Isarel for exporting caregivers. The recruitment system will end the irregularities and unscrupulous activities of recruitment agencies, the Ministry of Labor and Employment (MoLE) said.

Israel stopped issuing visas to Nepali job aspirants since 2010 citing irregularities, malpractices and exorbitant fees charges to job aspirants by recruiting agencies. Israel agreed to reopen the job market for Nepalis after the government ensured to enter the G2G.

The government has also set 25-45 years as age limit for Nepali women visiting Israel for caregiver jobs. Also, the aspirants have to be SLC graduates with good English conversational skills, and with minimum height and weight of 5.1 feet and 50 kg respectively.

The government will also prepare a 'caregiver training module' and train the aspirant migrant workers for complete three months.

"We will prepare a training directive as soon as we sign the G2G with the government," said Keshav Joshi, legal advisor at the MoLE.

He added that the government aims to train the workers in such a way that they don't face problems in the destination countries.

Responding to a proposal by Nepal government to introduce a G2G system, the Israeli government sent its approval on Tuesday, August 4. The Director General of the Department of Foreign Employment (DoFE) and Israeli ambassador to Nepal will sign the G2G agreement on Friday at the MoLE in the presence of Minister of State for Labour Tek Bahadur Gurung.

Around 6,000 Nepalis are currently working in Israel, mostly as caregivers and in agriculture farms, according to the Nepali embassy in Israel. Israel is considered to be one of the safest countries among 110 destination countries opened for foreign employment. A caregiver in Israel receives a minimum salary of US$1,100 (approximately Rs. 110,000) per month and is entitled to a weekly off on Saturday.

DoFE said a total of 7,911 Nepalis had received work permit for Israel by June 2014.
