DoFE records 1‚653 outsourcing frauds

Department of Foreign Employment (DoFE) has already recorded about 1,653 outsourcing frauds worth Rs 943.83 million in the first ten months of the current fiscal year. More than five outsourcing frauds are registered in the department in a single day.

According to the department, Bhadra (mid-August to mid-September) recorded highest fraud cases — 85 from outsourcing agencies and 153 individual agents. Outsourcing frauds started to decrease from Kartik (mid-October to mid-November) following the introduction of strict measures.

The government has introduced 30-point reform programme in foreign employment in the month of Kartik. A team led by migration expert Dr Ganesh Gurung has suggested the reform plan that targets to curtail outsourcing fraud from the beginning. 

However, political instability and change of line minister could not control outsourcing fraud as expected. “The government’s commitment to bring down the fraud cases weakened
in later half of the year,” said Dr Gurung pointing the fraud trend, “It will not stopped unless the government implement all reforms with strong commitment.”
 
The department has solved around 373 cases in mutual understanding between victims and outsourcing agencies or their agents in the presence of investigation officer of the department while 314 cases were settled outside the department.
 
Only 152 cases had forwarded to Foreign Employment Tribunal in the current fiscal year. 
 
The cases in the tribunal have claimed compensation worth Rs 403.31 million. Claimed to agents are more than two-third at Rs 287.76 million. Highest number of 28 cases were forwarded to tribunal in Bhadra (mid-August to mid-September) while Poush (mid-November to mid-December) recorded only six cases.
 
According to amount, Chaitra (mid-March to mid-April) recorded highest compensation claims at Rs 266.25 million and Kartik (mid-October to mid-November) recorded the least. The months recorded only Rs 36.45 million compensation claims from victims.
