Bill moots identity card for unemployed citizens

The Social Security Bill, 2015 registered in the Legislature-Parliament has proposed issuing Unemployment ID Card to eligible Nepali citizens who meet the prescribed requirements.
 
According to Section 8 of the bill, any unemployed Nepali citizen who has attained the age of 18 but has not completed 60 without formal education or enrollment in an education institution and has not got any employment opportunity may submit an application to the concerned Village Development Committee or the concerned ward of the municipality to obtain unemployment ID card.
 
No one will be allowed to obtain the card from more than one place
 
The concerned office may, if it deems the applicant eligible for registration as unemployed after examining the particulars submitted by him/her, issue the card to the applicant within seven days of the application. No one will be allowed to apply for and obtain the card from more than one place.
 
“If any card holder migrates to other places within the country, he/she will be required to submit an application to the office of the concerned VDC office or ward of the municipality to replace the previous card with new one,” reads the bill.
 
The card holder will be entitled to 25 percent of the minimum remuneration prescribed by the government as unemployment allowance from the date of the receipt of such card. “The government will provide to the beneficiaries the unemployment allowance for a period not exceeding four months in one fiscal. If any person is engaged in self-employment or employment of any kind after obtaining the card, the unemployment allowance being provided to him/her will be withheld immediately,” states Section 8(7) of the Bill.
 
The bill has proposed that government provide subsidised loan to those who have received skill development training and conduct such training for people between 16 and 40 years who could not complete school education.
